China Environmental Air Quality Status in 2023
The Ministry of Ecology and Environment announced the national environmental air quality status for December and January December 2023. The average concentration of fine particulate matter (PM2.5) in prefecture level and above cities in China in 2023 was 30ug/m³, which was better than the annual target of 32.9 ug/m³ and a decrease of 16.7% compared to 2019, making significant progress. According to the 2021 Air Quality Standards Guidelines of the World Health Organization, the annual average PM2.5 concentration has been adjusted from 10 ug/m³ to no higher than 5 ug/m³, indicating that China’s air PM2.5 pollution situation is still very serious, and the work of emission reduction and governance is arduous and far away.

In order to continue to deepen the battle to protect the blue sky, effectively safeguard the health of the people, and promote high-quality economic development through continuous improvement of air quality, this action plan is formulated.
1、 Overall requirements
（1） Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, deeply implementing Xi Jinping Thought on Ecological Civilization, implementing the deployment of the National Ecological Environment Protection Conference, and achieving a win-win situation in environmental, economic, and social benefits.
（2） Key areas: Beijing Tianjin Hebei and surrounding areas, Yangtze River Delta region, Fenwei Plain.
（3） Target indicators. By 2025, the PM2.5 concentration in prefecture level and above cities nationwide will decrease by 10% compared to 2020, and the proportion of days with severe pollution or above will be controlled within 1%; The total emissions of nitrogen oxides and VOCs have decreased by more than 10% compared to 2020. The PM2.5 concentration in the Beijing Tianjin Hebei and surrounding areas, as well as the Fenwei Plain, has decreased by 20% and 15% respectively. The overall PM2.5 concentration in the Yangtze River Delta region has reached the standard, and Beijing has controlled it within 32 micrograms per cubic meter.

9、 Establish a sound legal and regulatory standard system, and improve environmental and economic policies.
10、 Implement the responsibilities of all parties and carry out nationwide action.
